Intel i3 4130 running HOT [stock heatsink](100c)

I'm not used to troubleshooting CPUs but here's the information I can provide:
It's an Intel i3 4130 with the stock cooling and is unable to be overclocked, the temps are running at 90c idle and I'm just completely lost, the intel processor identification utility is reporting a loss of over 1ghz...
Just applied new thermal paste and remounted the heatsink.

Something may have happened when remounting the cooler. Are the retention pins pressed all the way in? Any way to see the back to double check and make sure the plastic ears on the pins went all the way through and locked fully?

Maybe try removing the cooler, cleaning off the cooler and cpu with a lint free cloth and some isopropyl alcohol, reapply the paste using just a small rice grain to pea sized dot and when pressing the retention tabs in to lock them down, press them two at a time at opposite corners. For example use both thumbs and press the top left and bottom right, then the top right and bottom left. Double check the fan is spinning.

Are the case fans working, pulling in fresh air and exhausting the hot air? What are the ambient room temps? If reattaching the stock cooler and double checking everything doesn't work it might be worth considering replacing the cooler. Stock coolers aren't great but it should definitely be cooling better than that. The speed loss is likely due to thermal throttling from overheating.
