I have this same processor, and the multiplier is unlocked. You may not see this, but for future reference, this CPU is completely overclockable. You will need a good CPU cooler to overclock as high as 4Ghz, but it's entirely possible. I had mine at 3.9 and it was stable, but it wasn't necessary for me to have, so I changed it back.

These guys may be thinking of the newer Intel Core processors. The one we have is the first generation of the Core i3 CPUs.

The only thing that may limit you is your motherboard. Look up a guide on Intel Core i3 overclocking. There is a ton of information you should know before you change voltages on your PC, since you can ruin it if you don't know what you're doing. I won't sit here for a couple hours...

As i7Baby said, you need to have a K or X CPU if you want to overclock. The multiplier of your CPU is locked so there is no good way to overclock it. Even with the locked multiplier, there would be one way of overclocking and that would be changing the base clock, but you can't do that either since the chipset of your motherboard does not allow overclocking of any kind.

Keep in mind that your processor's socket type is 1156. This is important when looking up the right guide. Here is a good one: http://www.overclockers.com/3-step-guide-overclock-core-i3-i5-i7/
