Intel i3 7100 x GTX 1050ti low frame issues

So I just recently bought an i3 7100 to pair with my gtx 1050ti (MSI gaming edition). From what I read, this should have been a solid combo but it has been severely under performing. On games like H1Z1 i barely get over 30 fps and when i get into cities it drops into the 20s. Is this a fixable problem or do i need to upgrade to higher cpu?
 

That is not correct, that setup should be able to run h1z1 @120-150fps on medium-high settings.
Are you sure that you plugged your monitor into the gpu and not the mobo?
If you plug the monitor into the mobo then it uses the igpu(the gpu inside your gpu, and those are very bad at gaming)

I guess it's possible that he's plugged into the mobo, I was hoping that he had that correct though. There is other possibilities as well, he may be hitting the pagefile, not having enough ram hurts games badly. I would think that the cpu it's self is a pretty bad bottleneck on the system, an i3 7100 is fairly low end. He may also have some background processes running.
