In newer titles, that can take advantage of the extra cores/threads, the 2600 is superior. Max frames mean nothing, if your 0.1%/1% lows are terrible enough that is causes microstutters. 4c/4t gaming is dead, as is the 9th gen platform. Another option, if you can find them, would be an R3 3100/3300x. They are 4c/8t CPU, and Zen 2. For a low budget rig, those are a good choice.

Solution
Nope on the first part as 9th generation i3 chips are simple quads.

The 10th generation i3 chips are quads with hyperthreading. So about equal to an i7 7700 from 3 years ago.

Have a look. The charts show the 7700k and 2600. Should at least give you an idea.

i3 9100f do not need even an additional cooling system.
Box cooler working perfect, While with ryzen 5 2600 You need at least tower with 120mm (Gammax 400) to cool it, and performance is the same

The 9100f is not a patch on a ryzen 2600.

4 threads vs 12? Not even close

The ryzen stock cooler is also fine for the 2600, it doesn't suffer the same temperature spikes that the 3*** series does.
