intel i5 2400 core speed is 1596.19 mhz

My core speed is 1596.19 mhz
when i'm not doing anything on the pc
multiplier is x16.0(16-34)
intel i5 2400 3.10 ghz
core voltage 1.048v
when tested with cpu-Z

My multiplier in bios was 24
but i change it to 31
it locks at 34 cant go higher

Is this normal or can i make it faster
How do i it?

asrock h61m-dgs-motherboard
intel hd 2000 on-board graphics-graphics
intel core i5 2400 @3.10 ghz-processor
3 gb of ddr3 ram-RAM

Most CPUs now will lower their clock speed under light load in order to run cooler and save energy. As long as the clock speed comes back up to its normal speed under load, there's nothing to worry about.
