No, a modern i3 is a quad core and the same price. If you are going with older hardware, you can get a whole pc for a little more with a similar cpu and just need to add a gpu for gaming.

Due to you can get an i3-8100 3.6Ghz quad I would say no. The new coffee lake would out pace a reasonable overclocked i5-3570k.
