Intel i5 4300Y vs M-5Y10c

How is it that the core i5 4300Y has a significantly higher clock speed, and a higher boost clock speed, than the 5Y10c, yet, the 5y10c receives higher scores in performance tests??? Like how is that even possible?

Does not Windows 10 require at least 1GHz? Where as the 5Y10c has 0.8GHz.

Because M-5Y10c is 14nm while 4300Y is 22nm and better L3 cache per core

Windows recommends that a processor should have at least 1GHz. But yea I would install 7 or XP on M-5Y10c anyway tbh
