Question Intel i5-4460 CPU Running at Extremely Low Frequency (800MHz)

I'm experiencing an issue with my Intel i5-4460 CPU, which is currently operating at a significantly low frequency of around 800 Mhz instead of its expected 3.2 Ghz and I cannot manually change the frequency in the BIOS.

Additional Info:
- I have recently replaced the PSU to a new one 2 days ago.
- I installed the Gigabyte App Store and installed Easytune and SIV a day ago.
- After installing the new PSU, the system was performing good and the CPU frequency was around 3.2 Ghz. I've only noticed low system performance after installing Gigabyte App Store, EasyTune and SIV. Could it be posible that Easytune has something to do with it?

I have tried:
- Checking the Cpu frequency on my motherboard BIOS. The setting is grayed out and I'm unable to change it.
- Uninstalling the Easytune and SIV and restarting the computer.

Nothing has worked so far, can someone please help me out. I have a lot of office work to finish tomorow and I'm unable to work due to the reduced system performance 🙁

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:

Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Please mention make and models of all parts that were replaced or swapped. Did you clear the CMOS? You're advised to disconnect from the wall and display, then remove the CMOS battery, press and hold down the power button for 30secs, then reseat the battery after 30mins.

Ram: 16 GB (2x 8GB kingston DDR3)
SSD/HDD: (1x 118GB SSD) (2x 500 GB HDD)
GPU: GTX 760 ti (bought a few months ago.)
PSU: Gigabyte P450B 450 W (brand new, bought just two days ago)
Chassis: MSI MAG FORGE 100R Mid Tower
OS: Windows 11
Monitor: Samsung s3 s36c

I have removed the CMOS battery after disconnecting any external cables. Pressed down the power button for more than 30 secs, and re-installed the batteries. But nothing has changed.
