Question intel i5 4460 runs slow

So, I just upgraded my cpu from i3 4160 to the i5 4460, after a bios update I got the cpu running but it can't use all of the performance it has, any game I turn on it goes into stutter and 20-30 very unreliable fps. The i3 4160 ran just fine. Mobo is Asrock H81M VG4 with 1.50 bios, any ideas?

what cpu cooler did you use?
check cpu temp and usage?
full system spec? include make and model of the psu

The stock cpu cooler, the temperature is between 38 and 44 while in GTA5 and 29-33 while idle. Usage in gta5 never went above 60% for a game known to put even current gen cpus in the 90-100%. It's an EVGA 500 W1 psu. Other than that I also run a 120gb ssd for windows and 1tb hdd for whatever all on a gtx 1060 gpu.
