Intel i5-4570 temperature

Hello

When I start-up my computer in BIOS my CPU gives me a temperature of 91°C.
On the desktop with nothing else running, CPUID gives a temperature of 65-70°C.
All my fans are running properly at 1450 rpm.
Also the airflow is as it should be.
Is this normal?

My specs:

Intel i5-4570
Gigabyte motherboard B85-HD3
8GB RAM
NVIDIA Geforce GTX 650

Wow 91 is bad. Check thermal paste and cpu fan. Do not let it run for any amount of time with those temps.

I thought it could be the thermal paste, haven't checked it yet. But I bought it like a year ago and the cpu was placed on the motherboard by a technician so I thought that that would not be the problem.

If you get 70C idle, either the HSF is not installed properly, the CPU is defective or something has gone wrong with voltage settings.
