Intel i5 4590 averaging 40-45 degree Celcius

Hey guys,
I discovered that games on my PC don't run very well, which is pretty unusual for my build. I checked and found that my CPU core averages 40-45 degrees Celsius. Is this normal or too high? Should I consider getting a newer cooler? If so which one?

Specs:
Intel i5-4590 CPU @ 3.30GHz, stock cooler
Nvidia Geforce GTX 760
8gb RAM
Windows 10 64-bit

Thermal throttling has to be 0%. Your cooler is not making full contact with the CPU; you need to check all 4 pins to see which one is not fully locked in place. You'll probably have to reinstall the cooler with new thermal paste. Replacing the GPU won't help; you need to resolve the CPU cooler issue.
Since it throttles at 100°C, 45°C is rather cool; however I would expect it to run much warmer than that at full load. Is the CPU running at full speed? Use Intel XTU, enable all monitors, run the included benchmark and monitor the CPU frequency, CPU and core temperatures, etc. Is everything normal?
 
What games, what resolution, and what settings? A GTX760 is a decent enough card, but it is still very mid-range. Not going to get ultra performance at 1920x1080p at 60FPS on recent titles. When it was new, it was for 1920 at High settings while staying generally above 30FPS.

It is possible the CPU is really cool due to a lack of general power in the system, and it is limping. What model of power supply do you have?

It's probably that, I normally would be able to run League of Legends at high, 1920x1080 at a very consistent 60fps. As for now, it runs at a very choppy framerate, even with lower graphics and resolution and the most recent drivers.

Why didn't you enable all monitors? It's the blue icon at the far right of the bottom pane (there are 2 little blue icons in the bottom panes and both enable you to select what should be monitored). Then run the benchmarks or the CPU stress test. Did you notice that your CPU temperature seems to be quite high for the low utilization?
 

Ok, they do look quite high, right now the temperature is slowly going down sticking around 55 degrees.

EDIT: The temperature seems to go back up to the sixties/seventies every now and then at roughly 20% CPU utilization.
 
Well at least it is a larger power supply, but it could be part of the problem. But that is more of a last resort.

Might need to clear the BIOS settings, might have been flipped into some strange mode. I have had ACPI break on a system before and cause all kinds of havoc.
 

While running League, CPU utilization hangs around 50-60%, thermal throttling goes up to around 50%, Processor Cache freq is at about 3.10 GHz with the Processor Graphics freq hanging around 600 MHz, and the core temperatures go way up to 95-100 degrees, same with the graphics temperature.

Alright, so I took a look inside my PC and found that the graphics card is the warmest component there, so I am considering getting an upgrade to a GTX 960. Am I right in this assumption or should I look further into it? Sorry for all of the questions :V

I ordered thermal paste last week and it arrived today, and it helped a lot, thermal throttling is always at 0 now. I can use my PC without lag besides in games and youtube videos, where it does run really sluggish. I have noticed an odd sound coming from the PC, like a rumbling, softly, but enough to vibrate the table. I should also note that I used a fairly small amount of thermal paste and not the whole thing. Besides that, I don't know.

http://imgur.com/OY6nWnG That's about 15 minutes of web browsing, it's a lot less sluggish than last night but again, games do not run well and youtube videos are still a little bit sluggish.
 
Ok, the thermal paste fixed it for the most part, so I'll pick that as the solution, I'll make another thread if anything else is acting up
