Intel i5 4690 in turbo need cooler?

This is an intel i5 core 4690 quad core. It runs at 3.5 ghz and turbo at maximum 3.9ghz. Would this be worth getting a £17 water cooling system on it. I am likely to put it in turbo it for a maximum of 2 hours in one go per day. Would this be worth it and prolong the life of the cpu. The parts come with a 2 year warranty anyway. Would it just make sure the cpu lasts longer than 2 years then just break so it just gets rid of the point in having a warranty?

No. The stock cooler is fine. The turbo will kick in when you need it. It will probably last as long as 10 years but by that time, you would have upgraded.
you don't need any kind of an after market cooler for that, the only thing that would make anyone want an aftermarket cooler when they don't overclock is simply for noise. The only other problem that could happen is just having bad airflow. To be honest, don't let anyone talk you into a water cooler or even aftermarket unless you don't like the noise that comes from the stock one.
