I am wondering what the turbo boost will be if I change the CPU Ratio highlited in this image. Is it always +.4GHz more than the base frequency, Or does it scale?
No. If you change the multiplier, you will get exactly that. So say you put in 40x, you'll be at 4ghz, or 43x you'll be at 4.3ghz. If i'm correct, that should be the turbo multiplier aswell.

Ok, thanks for clearing that up.
I changed the Dynamic Mode earlier to Fixed, and set the CPU ratio to 40. I then played Battlefield 1 Open Beta and noticed the framerates were dropping lower than they were before when at stock 3.5GHz with 3.9GHz turbo boost. Not sure why. Maybe dynamic frequency actually improves performance? Or maybe playing that game isn't a good way to measure.
Wait, your saying your getting less frames per second? You should be getting more FPS or the same amount.
Games aren't probably the best anyways, your CPU is already more than powerful enough for your graphics card.
Well I tried it again and left it on dynamic and I was getting more fps, but that still doesn't make any sense. Oh! I remember, I was thinking it was 4.0GHz with turbo boost because I had set it to 36, and thought it added +.4 to turbo. That's why it was less, because I set it to 36, not 40.
