RAM: 2x8GB DDR4 = 16GB

I have had this PC with this hardware for 2 years now and it ran very smoothly.
I used to play games like Black Ops 3, GTA V and Fortnite at max settings at 100-130 FPS and sometimes it would even peak above that. With games like Minecraft i got 1000+ FPS.
But this literally changed over night. One day I started my PC and with all settings on max it ran on 40-50 FPS and sometimes below this, with all settings on the lowest setting i hit about 80-90 FPS.
I think this is because of my processor since it always runs at 100% when playing games and at around 40/50% when literally only browsing the internet and listening to spotify. I tried literally everything i could find on the internet and I am sure it is not a heating issue.
Is this a fixable problem or is my CPU just getting old? I really hope someone can help me with this issue.
