Intel i5 760 SERIOUS PROBLEM,

Ok, so I had this cpu for a wile now and it does everything i need it to do, mostly, record, and render, and play Counterstrike GO.
today i noticed my pc would freeze and produce green and purple pixels on the screen than restart, Figured it was the video card. tried it about 2 hours later, and figured id do a match of csgo and monitor my temps ect, now on my cpu I make sure my cpu wont go above 2.8ghz, thats turbo boost off.
I checked today...... wile i was playing, 1 core was normal 2.8 one was .3.8 one was 4.1! WTF what would cause this... How do i fix it.

I am using HW monitor a program ive always used, I cleaned the socket reset the cpu, reset cmos, turned off turbo boost, played for about 15 mins and i got this........ WHAT THE HECK> Here is a pic of what im talking about, its not getting hot. but after a few of playing itll jump up crazy any ideas, ? I have not messed with anything but disabling the turboboost in the bios. please help
