I found a local deal offering a
Cpu : intel i7 3960x
Mobo : Asus sabertooth x79
Ram : 16 gb corsair 1866
Psu : 850w from Thermaltake
2T HDD
Case : Corsair graphite 600T
For 260 usd approximately.
Is that a Good Deal or not, and does this configuration still good in 2019?

An AMD Ryzen 7 2700X with a B450 board would be about the same. Add an extra 100 $ for memory and you'd have a much better system.
