Intel i7 4700K cores between 25-32 Celcius on Idle

So I just recently built my first PC and I am unsure if the CPU temperatures I am getting are adequate.

In terms of the CPU, I have an intel i7 4770K. For the heatsink, I used a Cooler master Hyper 212 Plus. This heatsink I am considering changing soon enough but it is what I have to work with for the time being.

For idle times, I am getting 25-32 Celcius on all cores.
The highest I have gotten to this point which was in Planetside 2 during a big fight was 45 Celcius on one of the cores. My CPU is NOT overclocked at the moment.

Are my temps too high?

Normal. For example, my 4670k at 4.2ghz idle is 30C-40C. Keep the voltage on your chip as low as it can go to keep load temperatures in acceptable ranges on load.
No. Considering your ambient temps are likely around 75-80f (24-27c) you are doing great. Keep in mind that it is impossible to drop below ambient temps on air. 45c is actually very low; Haswell's thermal ceiling looks to be around 84c so anything under 60c is stellar.

As for changing your heatsink, you will likely not need to change from a 212+ unless you plan to overclock substantially, whereas the 212+ will be adequate for most modest overclocks.
