Intel i7 4770K high temp with cooler master hyper 212x

So I just installed the OS (windows 10 Pro 64bit) and entered the BIOS. I live in India and during summers it can reach 35-45C easily here. But I had the AC on and I saw the CPU temp as 40C and climbing. The clock speed of the CPU showed it was at 4GHz. Eventually after an hour of usage it climbed to 50-53C, even now at night. With the stock fan I wouldn't be alarmed by I'm using a cooler master Hyper 212X. These are my parts -:

Intel i7 4770K
Cooler Master Hyper 212X
MSI Z97 Guard Pro
Kingston Hyper X 1866MHz DDR3 8GB stick
SeaSonic S12II 620W PSU
Antec GX 505 case (all the fans are at highest speed)
Seagate 1TB HDD

No gpu yet, waiting for GTX 1070

Does anyone have any idea what's causing this? I'd really like to keep the temp at around 40 even during such heat. Thanks.

it usually climbs by itself , even if you don't use anything on your computer like a demanding game or anything like that

But is that temp okay with a Hyper 212X? Even if ambient temps are that high?

no it obviously isn't okay , you gotta check to see if all screws are tight
