I'm going to be getting an i7 4790k very soon, but without any heatsink or cooling at all. I was curious if anyone happens to know the RPM and CFM of the stock cooler that would normally come with the processor as a baseline to start at.

Essentially the stock cooler that Intel provides is crap. Anything aftermarket that you can buy should easily equal it at worst. What i7baby is saying, is that the stock cooler is pwm capable, which means that the motherboard will detect the temperature of the cpu and adjust the rpm of the fan accordingly. As a good cooler that has the option of overclocking, I'd just buy a Cooler Master Hyper 212 Evo or Xigmatek Gaia for a cooler. Cost ya about 30 dollars and is a good, cheap option.

:edit: As a super cheap option, the Cooler Master Hyper TX3 would work too. Cost ya 18 dollars with a 5 dollar MiR from newegg.
