intel i7 4960X cpu running at 33% speed in windows 10

Hi Guys.
I have a computer that belongs to a client of mine that is running intel i7- 4969X 3.6 Ghz on a Asus Rampage IV Black Edition. For some reason is running only at 33% speed at 1.19 ghz on Windows 10. If I go to the safe mode then the CPU runs at 100%.
I tried the solution listed here (https://answers.microsoft.com/en-us/windows/forum/windows_10-other_settings/windows-10-only-use-half-of-max-cpu-speed/d97b219f-10ee-4a42-a0fc-d517c1b60be8)
which is

- Boot into recovery console from install medium

- Type "regedit"

- Browse to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Intelppm and set the 'Start' value to '4' (=> disabled).

- Leave regedit

- Change directory to c:\windows\system32\drivers (<- in my case, the "C:" drive was somehow mapped to "D:")

- Type "rename intelppm.sys intelppm.sys.old", just in case you need it later on

- Exit console and reboot

Now on task manager it shows cpu speed as 3.6ghz (as opposed to 1.19) but if I run a stress test it still reach 33% not full speed.
We tried removing and updating graphic card drivers (as suggested in another forum post I've found) but the problem is still there.

Any idea what is causing the problem and how to fix it?
 
1) in performance mode did you go set minimum and max speeds ?

2) have you reset the motherboard bios, removing any possible attempt at a overclocking gone wrong ?
 


yes. I have set it to 100%.
Yes. we did reset bios, also reseated the cpu as well.
but I was thinking if this was a hardware issue it shouldn't be working fine in safe mode! no? to me it seems like something with windows... and yes I reinstalled windows as well
 
You might have Intel SpeedStep enabled. It automatically underclocks the CPU when it is idling in order to reduce energy consumption. Test some kind of benchmark (for example 7zip benchmark) in order to see if the clocks bumps to 3.6GHz+
if that is happening, it is expected to be running at that speed when doing nothing.

I disabled speedStep, nothing in regular windows will bump it up over 33%. Cpu works fully only on Safe Mode.
 
Have you considered that this could purely be a bug with task manager reporting incorrectly?

You really need to run some benchmarks first and compare your results with what should be expected for the system based on others results. Only then will we know if there is a problem.
 


I looked at intel XTU and CUP-Z they both report 1.19 ghz not 3.6
