Intel i7 5700hq overclocked itself

As the title suggests, my CPU has overclocked itself or something of the sort. It stays at max boost clock (3.5 GHz) when idle and goes up to 3.7 GHz under load. The OC itself is fine but I wish it wouldn't constantly stay at 3.5 and get idle temps of 50 degrees celsius. It might just be an HWMonitor thing though because it's been reading my GPU clocks wrong also. If not, then how do I get it to go back to default clocks when idling/light load?

First thing would to be to check task manager to see if the PC is busy with back ground tasks.
