Intel M520 CPU high consuming (even after reboot). Windows 7

I have a DELL Latitude E6410 with an Intel Core i5 M520 @2.4 Ghz.
I have Windows 7 (32 bits) installed.
Sometimes my CPU gets nearly hangup (CPU at 100 % for a long time), normaly when it's a program with intensive memory or Disk usage.
When this happens even if I reboot my laptop it takes a long time to recover after rebooting, because when I reboot, my CPU usage is nearly at 100% (even I have rebooted right now)
I changed my Disk to a SSD (thought it was a disk problem), but it still happens (less often but it happens).

Any idea what can it be or what could I do?

I don't know why do you think it's a virus problem:
- I have installed completely the windows operation system from scratch and it happens also.
- I have changed my disk to a SSD disk and installed windows operation system from scratch and it happens also.

- At the time I was installing windows (downloading and installing on disk), it happened.

It's a "strange virus" that only affects when one process access a lot to disk or memory, it doesn't happen the rest of the time.
It's also a "strange virus" that, when the system is very busy it has "memory" to continue beeing very busy after rebooting, but not the rest of the time.
It's a "strange virus" or spyware that has NEVER been detected, even though I have my antivirus and and anti-malware updated.

Please consider all these issues before changing thread.
 
I have cleaned my fan (it was quite dirty) and from that moment my PC goes better, as it didn't happened again (and I 'm using it intensively)
Sometimes simple things can have much importance than what we could think...
