Intel Management Engine Interface Code 10 Device Cannot Start Power Failure

So it began when my computer would not go to sleep, if it goes to sleep it will not wake no matter what I do, even if I changed the status of all USB's while sleeping. A week or so later, whenever attempting to boot after a Shutdown, computer would not boot, it had to be unplugged for a few minutes. Contacted CyberpowerPC (like 3 days out of "warranty") oh it has to be the power supply...contacted EVGA and got it RMA, did not fix the issue. Contacted CyberpowerPC, it must be the motherboard...contacted Asrock, got RMA, did not fix the issue. Just noticed now in my device manager I have this error and think it may be connected to it all. I have also attempted to reinstall windows while keeping my personal files and it did not fix the issue, have updated uefi, no fix...now if I shut the computer down it may never come on, even when I unplug the power it doesn't want to come up. I finally have it booted now and need some help!! Maybe anniversary windows 10 related but cannot role back to previous version because it's past 10 days, attempted recovery through my windows 7 disc but have no backups 🙁 . I was thinking of going back to windows 7 and starting fresh but not even sure if that will fix...would like to keep windows 10 though. Also have attempted to update the drivers for this Management Interface several times, used older drivers and the newest from Asrock's page, no go.

Its a weakness, sometimes you see certain types of PSU and think, thats too good, can't be cause, and others you see bad PSU and think, its so obvious and yet in both cases you can be wrong. Its a trap, it reminds me of 3 months this year when my speakers were dying but I didn't know it, and they had been so reliable for 12+ years that they were beyond being suspected of anything. Good things can go bad, every product has its share of items that don't match perfection.

I installed Asrock's updater that does all that as well have downloaded the newest inf and intel management interface directly from Asrock's website. Neither seemed to fix the issue.
 
I assume it was same motherboard model you got back from Asrock? Are you overclocked?

Your power issues are special, i noticed that my monitor won't turn on after sleep but my solution was to turn sleep off. What power plan are you running? it should be high performance considering your PC.

You might be best fresh installing, your last reinstall was just a reset. I would copy everything you want to save onto HDD. Download the Windows 10 media creation tool and use it to make a win 10 installer on USB

Yes, same motherboard and I don't overclock anything.

I have attempted using all power settings and adjusting all power settings within, I normally keep it at high performance.

Have also tried fast boot and hibernation options.

Fresh install seems like next logical thing to do but whatever this is, it is so powerful that my pc will not even light up or flash when I attempt to power on my PC, I know it's trying because a lamp I have near by dims a little (I have tried other outlets and without surge protector). Last night the only way I could get anything is clearning cmos....and then it would take me straight to uefi and fail basically after saving and exiting.

Thanks for the creation tool tip, I think that's next.
 
Think we need to figure out the power thing before fresh installing win 10 as there is nothing in win 10 that can stop PC from actually turning on in first place.

Take out some of the ram and see if that helps with start up.

You might want to run http://www.memtest86.com/ on your ram, just make surte its okay. Problem survived new motherboard and PSU so it has to be something apart from those two.
 
Was attempting to do memtest and when I got to uefi and attempted to boot from USB it wanted to shut down first... And that was the end.... She will not boot back up.. I have systematically unplugged every device one at the time and no go... I do get lan lights on mb
 
So got my computer fixed! After everything I did with the PC and with the new equipment originally powering the computer on and then it stopping, found out the power supply that EVGA sent me was also bad!!! Dang.. was about to pull my hair out. Who would have thought an EVGA 850 Gold would go bad and then you would get a bad replacement. Purchased a cheap 750 Corsair and its working like a charm, all errors went away, EVGA replaced my other power supply again for me and sent me a brand new one.
