Intel MOBO Turns on, off, then on again.

Hey guys, so I have this little glitch with my new computer that is bugging me. I have an Intel Box Dp67bg motherboard that I bought. Whenever I unplug the computer from the wall for a decent amount of time, then plug it back in, I power on the computer(obviously). However, when I power it on, the computer shuts off a second later, then turns back on again. Some people have said it may be the copassadors in the PSU recharging for a second. Im worried that it is a problem with the MOBO! I do know that Intel MOBOS are very reliable though, leading me to believe that it's a PSU issue. I have no problem with replacing the psu, but Im scared its the MOBO. And suggestions?

i'd make a reasonable wager that the CMOS battery is dead, and when the unit is unplugged from the wall and replugged it has to reset the cmos and that reboot is part of its automatic detection

My EVGA mobo from a few years back did that every time I turned it on. It's still running 4 yrs later. It's annoying but I wouldn't fix it unless you're still under warranty. My new mobo attached to the same PSU worked fine.
