But what will be the opinion of the US government after all the anti-Chinese efforts ?
Or, you could ask whether China will allow the use of the IP generated at that lab in products for the US market. Since the lab is setup as a partnership, it's probably either a subsidiary or maybe Intel doesn't even have exclusive ownership, given how it was described as a "collaborative effort between Intel, Nanshan district government in Shenzhen, and local technology firms".

However it's setup, I'm sure the Chinese government would have more say over their activities. All the US can do is act upon the parent Intel corporation, potentially restricting its involvement, but not directly on the subsidiary.
