Now, I know i either want a ryzen 3700x or an i7 8700. A really important factor for me is a very fast single core cpu speed, i play paradox games which only use one core for god knows why. Which cpu beats out the other in single core? Keep in mind that I also will need a new mobo for the 3700x, not my i7 8700. It would cost me around 300 AUD less for a 8700. Thanks.

Solution
Ryzen motherboards start really cheap.

assorted comparisons showed the newer Ryzens about equal with the 8700K in most gaming scenarios...

(Normally, I'd personally just choose the 3700 and call it a day, but, I'm not sure why you'd save 300AU on the Intel package, but, the 8700 is still quite competent at any and all games..! That level of savings would about fund an RTX580 or so....)

The prices aren't horrible unless you look at the X570 boards.

I already own a 8th gen mobo. Ryzen is quite expensive for mobos (around 200-250), atleast in Australia.

Yeah it is, 3rd gen Ryzen has very good memory controller since it's on the separate IO chiplet.
The memory controller being on a separate die does not make it any better or worse, Intel CPUs still have everything on a single 14nm die and still have much better memory compatibility than AMD with Intel chips able to push 500+MHz higher memory overclocks.

AMD's memory controller is on a separate die mainly because IO does not scale well with process shrinks so AMD spun off the IO to GloFo's 14nm process to spare expensive 7nm wafer space. This setup also provides a convenient sink for AMD's remaining GloFo minimum wafer purchase commitments which AMD would otherwise have to pay penalties on for not using.
