budget is anything but I will only be doing 3d game programming, and rendering, game development, beginner PC gamer I will be trying it out with this build rig Amd is cheaper and for what I do that seems to be the best options but can I get some suggestions?

4770k is still very good for cad and rendering, unless your a professional and time = money, not worth the extra money to get the 4930x to shave a few seconds off rendering times.
for gaming, intel i5 or i7 will be much better overall than any amd cpu's. but the 8350 is a good all round cpu for threaded rendering/encoding apps and such, is cheaper than comparable intel's, still games very well on some games, but there are a few games that dont run so well on amd cpu's due to not being able to use its many cores, and it has lower per-core performance than intel equivelants.

That depends mostly on budget. If you have no budget at all, the 4930k paired with a 780 Ti or 290x will be a great computer for rendering and gaming.
