I have an Intel Pentium 4 3.06 dual core processor, could I get a motherboard that supports ddr3, 8GB ram cards, and install 64 bit windows on that processor?

Can you run a 64bit os on a 32bit CPU... No

If the Pentium is a model 630 (3ghz) then yes but it looks like you have a Pentium 4 524 which is a 32bit.

I would not buy anything for a P4 system. For what you are going to spend on a new motherboard and RAM you can buy a used Core 2 Duo system that will be several times faster for about $100-150 or spend about $300 on a full new computer based on the A4 or A6 AMD CPU.
