As I stated, you can run dota maxed out just using the integrated graphics. But if you want a gc to run other games as well, and you don't want to break the bank, Then this build will run most games maxed at 1080p:
PCPartPicker part list / Price breakdown by merchant

CPU: Intel Pentium G4400 3.3GHz Dual-Core Processor ($59.99 @ SuperBiiz)
Motherboard: Asus H110M-A Micro ATX LGA1151 Motherboard ($59.99 @ SuperBiiz)
Memory: Crucial 8GB (1 x 8GB) DDR4-2133 Memory ($28.99 @ Newegg)
Storage: Western Digital Caviar Blue 1TB 3.5" 7200RPM Internal Hard Drive ($48.73 @ OutletPC)
Video Card: EVGA GeForce GTX 750 Ti 2GB Superclocked Video Card ($99.99...
Yeah it will, but I can build you something better for the same cash:

Don't bother with the g3260 when the g4400 is the same price and outperforms it. You can also play dota with the integrated graphics maxed out 1080p, so you can take the gt 730 off the list as well.

However, some newer triple A titles require a quad core, or else they won't work. If you want to safeguard against that and have the ability to play every game out there, albeit not maxed out, I would recommend this build instead for only 50 bucks more:

If you are primarily going to be playing dota though, then the build in my original post is the best value for your money. And of course none of these builds include the cost of a case, OS, or peripherals so you must factor those in as well. Although on the OS front, there are plenty of free alternatives, even for windows.
