i want to build a budget pc here is the specs

intel pentium g4560
gtx 1050 2gb
kingstone hyperX 4GB X2
corsair vs450

so will I be able to run heavy games in low\mid settings smoothly

It depends on what you mean "heavy".
It will be able to run most games (GTA V, Rise of the tomb raider, Doom, etc) smoothly, it is quite a potent low-budget CPU.
