Intel SC5300 blinking power supply led

I have an SC5300 that I shut down to install memory and now won't power back up. The power supply led simply blinks green. I have swapped processors, memory, backplane and cards in a new machine. That worked until I shut it down. Now that one does the same thing. Any ideas?

clear the CMOS and try again. then take out everything except the CPU mb and Ram and work from there...

I know it's not a new build, but you have stripped it down so it's a good start.
