doesn't look like a wafer fab to me.
Look at the assembly, test, burn-in, board test sites in Intel's youtube video "Behind this Door: Tour Two Intel Assembly Test Technology Development Factories"

maybe the photo came from something like those sites.

Correct. In the actual fab the die are still in wafer form. This photo is from an ATTD facility.
