Intel speedstep on or off?

I'm not overclocking as i have an i5 6500, i was just wondering as when idle and on the web it just hovers 800~1000mhz but when gaming it goes up to the ~ 3.2Ghz it should be at. I turned it if but was there any point? I want best performance but also dont want unnecessary unsafeness if that makes sense. Any help will be appreciated!

Is there anything else i should do in the bios that will make a difference to up performance?

ALWAYS keep it on. There's no sense in turning it off and wasting more electricity!

The chip will have the same performance regardless of if speedstep is on or off!

Unless you know what you're doing, don't mess with the bios. At most just make sure your memory's XMP profile is active.
