The Intel is a PCIe SSD and the Samsung 850 EVO is a SATA SSD. The PCIe is going to be much faster than the SATA. I own the Intel 600p 256gb and I get around 1300mbps read and 700 write. The Samsung will get about 550 read and 525 write. As long as your computer has a PCIe M.2 32gb/s slot, I would go with the Intel. Otherwise if you like Samsung and have the PCIe M.2, you can always go with the 950 Pro, which is amazingly fast and reliable.
