Intel stock cooler making noise on boot up

Hey guys I have assembled a new pc and fitted it with stock Intel cooler for i3 4150. Now when I press the power button there is a lot engine like sound coming from the cabinet. It last for 5 seconds and then it is quite. I did a prime 95 to replicate the sound by achieving high temps of 91 but it doesn't come up. What could be the issue? Is this normal?
I earlier had Evo tx3 and today changed with brand new unused Intel stock cooler that came with the processor.
 
Usually the stock fan isn't spinning at max rpm's while using the pc. When you first boot up it's normal for them to spin up full speed before 'settling' back to normal and a fan on a stock cooler can be quite loud at full speed. Most aftermarket coolers use larger 120-140mm fans compared to the 92mm fan on the stock cooler which tends to be much more 'whiny' or 'engine revving' sounding maxed out.

Have you checked with the side panel off to see if it could also be the gpu fan hitting full speed on a cold boot? Either one may be the culprit. Graphics card cooling fans also tend to be smaller high rpm fans which are noisy under load or at initial boot.
 
The tx3 is probably better than the stock cooler however that 'high speed' fan sound on startup is normal. It only lasts for a second or two but nothing out of the ordinary. I don't run the stock cooler on my i5 and I rarely shut it down so can't really say about frequent cold boot noise problems. Nothing wrong with going back to the tx3, just make sure to clean it off good and re-apply thermal paste and all that good stuff. Just letting you know there's nothing problematic causing the initial high fan sound when first booting.
