intel turbo boost isn't working correctly i5-8250U laptop

Hello.

I recently bought new notebook Lenovo ideapad 320-15IKB (ikbrn in my country) with 8GB RAM, 2GB 150MX GPU and 4Core i5-8250U with base clock 1.6GHz and turbo boost 3.4GHz. and i was watching benchmark videos of this notebook before i buy it and it looks good but when i download MSI afterburner and RivaTuner it shows CPU frequency only 1.6GHz and sometimes(rarely) it jumps on 3.4GHz and never between (like 1.9GHz or 2.2GHz …) but mostly it was at 1.6GHz. I tried ThrottleStop and it was working but i dont know its good working becouse the temperatures was around 70°C around 2.2GHz and normaly without ThrottleStop and when turbo boost rarely start and it was at 3.4GHz the temperature of CPU was around 60°C and this is weird becouse higher clock lower temperature and lower clock higher temperature of CPU. and there is screenshot of Intel Extreme Tuning Utility (and i tried set Turbo Boost Power Max from 15 to 25 (15 was set when i buy this laptop but in default was writed 25 so i set it to 25W))

I want have it as this dude in this video. I'll be happy for any suggestion how to fix this.
