Intel turbo boost question

Hi, yesterday I purchased new parts for a build, i assembled it and it is all running smoothly except for a slight issue with the CPU, it is an i5 4590 with stock speeds of 3.3Ghz and turbo boost speed of "3.7Ghz".
first of all, under the system tab in control panel where you can see your systems specs, in the processor section, it shows the CPU name, the stock speed, followed by the turbo speed, both numbers are 3.3Ghz, this would suggest to me that turbo boost isn't on or working, i went in the BIOS of my Gigabyte H97-D3H Motherboard and changed "intel Turbo boost technology" from "auto" to "enabled". the problem still remained. I ran prime 95 and the max speed the CPU gets to is 3.5Ghz, this proved to me that it is working, but not properly.
btw the CPU ran at about 60 degrees celcius when maxed out with prime 95 and about 30 degrees while idling, I am using a hydro H75 cooler.

The system tab in the control panel does not show the actual clock speed the CPU is running at.

Try CPU-Z, it will dynamically show CPU clocks.

CPU-Z shows 3.5Ghz (when maxed out) as i mentioned, it should be 3.7Ghz

since turbo boost is dynamic overclocking it would not go the the full 3.7ghz if it would be to hot. Make sure the temps you have are right. Try HWmonitor. If it is 60 then thats pretty cool and turbo boost should go to the full 3.7ghz.

I am on F3, there is F4 and F5 Available, however it just says, increases SSD performance and Improve Intel K-sku CPU performance
I will update anyway, do i get F4 and then F5 or can i skip straight to F5

It would be good to update it just to make sure its not a bios glitch. Its best to try this before you try anything like reseating the cpu and things that will take longer. If you dont want to do this the difference between 3.5 and 3.7 is pretty minimal. What are you doing with your pc?

yeah it could be. I have a i5 3570 turbo boost at 3.8ghz and cpu-z says its running at 4ghz all the time so... I think this is fairly common.

3.5 GHz is the top boost frequency with all cores at full load. 3.7 GHz is only when a single core is active.
