Intel Turbo Boost

I recently wiped my Windws 8 laptop and install Windows 7. In doing so, I lost Intel turbo boost. Where can I find a download for it as my cpu, (i7 quad core @ 2.2 Ghz) can go up to 3.2 Ghz with turbo boost.

this should happen automatically if there is tdp headroom for it. it can be enabled/disabled from the bios, the os should not matter.
