Yea, no they weren't. The comparable CPU from that generation, the 8176f was around 1/4 the price you listed.

The CPU you listed is a completely different animal intended for the highest end single server options. The 8176M is for 8 way servers. The "M" designates it has twice the memory capacity of standard Xeon's. Only the dumbest of the dumb would use it in a single CPU workstation. Eight 28 core CPU's would be a 224 core server in 2017. AMD is still not competing at that level. Even today, they only tops out at 2p systems. So even with their massive core count advantage per CPU, only go up to 128 core systems.
