Yes it's called speedstep and it depends on the cpu. Most recent cpu's support it, it's been around since p4, a lot of the older pentium and core 2 duo/quad cpu's supported it, core i3/i5/i7. Sometimes in the bios it will be listed as 'eist' (enhanced intel speedstep technology).
