is it necessay to use a graphic card if we have in build intel graphcs hd 4000?????

If you want to play games at any decent settings, yes.
However if your after just powering a monitor and not gaming, then you should be fine on HD4000.

No. The Intel HD 4000 is an integrated GPU and is about like a radeon 6450.
