I currently have a gaming pc with a fx 8320, gtx 970 and a hyper 212 evo cpu cooler.

My question is i want to get a better cpu to reduce and bottlenecking if there is any because i was told that intel cpus bottleneck geforce graohics cards less than AMD cpus, but mainly i just want to increase performance with the lowest cost and most effect.

The two options i was looking at were the i5 4690k and a motherboard as close to 100 dollars as possible. Or a fx 9590 and an h100i to overclock. both would be around 330 dollars. The intel route I could then be able to late upgrade to a greater cpu but the AMD route i would have a water cooling set up. Or the cheapest route would be just to get a h100i and overclock my fx 8320, but I dont trust my cpu to withstand overclocking. On the otherhand that would hold me off until i can save up enough just to build a whole different pc, maybe ddr4 like an i7 5820k?

Basically, which route should I chose, and if I should just get a h100i, then could you post a link to an overclocking guide or tell me how to do it the safest for my specific pc

PC:
FX-8320
Hyper 212 evo
ASUS sabertooth 990fx r2.0
8GB 1866 G.Skill Ripjaw
EVGA Geforce gtx 970 SC
WD Blue 1TB
Kingston 120 GB SSD
EVGA 750W gold

The intel i5 4690k can give well over 20fps in some games vs the best amd. Some games, there will be very little difference.

Note: overclocking, at best only give 2-6fps. Tom's hardware did a article about overclocking not long ago proving that little speed.

I wasnt sure if the 8320 was reliable as far as heat and the way the cpu is built. I agree it is the easiest and most cost effective, but also alot of my fears are because im not 100 percent sure how to overclock with my specific cpu and motherboard

The FXs are known for their ability to overclock on good motherboards are your's is pretty good. There are many many guides out there on how to overclock that very cpu. I recommend reading up on it. You'll get pretty good results even with the 212 Evo.

No amount of overclocking will allow it to match an i5 though.

Another option is trading my cpu for my friends i5 4690k, but that would mean it wouldnt be brand new and thus make a worry of trustability. He also might give me 16gb of ram if i trade him something else for both.
