Question Intel warranty replacement

I RMAd my i5 7640x and just now got my replacement, which is another 7640x. The replacement is a used cpu. The PCB is thicker than my last one which is good I guess, but theres some sort of glue stuff around the IHS that my old one didnt have. I've never seen this before and it kind of makes me think the previous owner might have delided it or something. I havent gotten my ram back yet so I cant test the cpu.

So do they refurbish dead cpus and then send those as replacements?

No.
A dead CPU is....dead.
You might a used one. But not one that is/was actually dead.

It was definitely used but I guess it's possible somebody could've RMAd it because they thought it was messed up or they didnt like the way it overclocked. There probably wasnt anything wrong with the one I sent them but I didnt have any other option.
