Hi My friend has suggested me to go for Intel Xeon E3-1246 V3 instead of i7 4790k and I don't have detailed knowledge about these cpus. My basic work is coupled with video editing mostly.So, he suggested Xeon. I want to upgrade my present old i3 unit. As I am unaware of these technical issues so kindly bear with me. Seeking advice.Thanks.

A 5820k platform is out of budget, but this should be a good option for your budget. I specified the H55 cooler due to the high ambient temperature.

Thank you for your suggestion Alpha. But I want to build a new unit.Please suggest compatible motherboard and Graphic card to Intel Xeon E3. the cooler as you said, here(India) is not available. Could you recommend other one?
 
May people just build a system with E3 CPU and all others are consumer parts, because E3 is a "cheap" in server grade hardware and it's compatible with consumer parts. In fact I wouldn't do that or recommend that, because you won't get much more than a i7 if you don't use all server grade hardware: You don't have ECC to protect your RAM data if you use consumer motherboard and non-ECC RAM, you don't have a high-reliable storage system if you don't configure RAID... So I think the best option (I actually planned to build one myself) is to buy a workstation barebone with E3 processor, C series(c226 maybe) mobo and add ECC RAM, SCSI drive, Nvidia Quadro GPU yourself.
 


The point isnt about getting more than a i7, its getting an i7 level cpu for i5 cost.

OP, go for the 1231 v3 if you want a i7 4790 for cheaper (no integrated GPU). You can use consumer hardware with these with no problem.

If you are very serious about video editing then looking at the 6 core Intel Cpus may be worthwhile, like the 5820k and 5930k, however they cost quite a bit more and require an X99 motherboard and DDR4 Ram.
 


Something like the Cooler Master Hyper 212 evo would be fine, or if you want to overclock then look at a higher end cooler (Phanteks ph-tc14pe, Noctua D-14/15, Corsair H100i/H105 etc).

If you arent gaming, then a graphics card like the GTX 750 Ti might be a good bet for CUDA accelleration in Adobe.
 


If you dont have air conditioning, and the ambient temp is likely to 30+, then I would suggest something like the H105 so the heat is exhausted straight out of the case, unlike a air cooler which will just cycle air around the case.

Also make sure your case has good airflow.
