Intel released their plans for a cross-platform unified programming model OneAPI << URL removed by moderator >>
It is already being tested for Blender Cycles and Arc Alchemist GPUs but will have variety of possibilities. It's open so even AMD GPUs could have support tough AMD has HIP API and Nvidia has CUDA.
There isn't any information about performance nor tests how fast is rendering on standard Blender benchmarks.
