[SOLVED] Intense hitching on desktop and all programs

Having an odd issue I haven't encountered before. This occurs on desktop as well, but its hard to demonstrate without much movement.

This has persisted through 2 clean installs of Windows. Any ideas? Is my gpu dying?

Have you tried installing these their your motherboard drivers you will need to select your os
