Question Intense stutters and FPS drops with new GPU

So I recently upgraded my 1050ti to a 1660 super as well as installing an extra 1tb hdd that I had laying around. Shortly after this my PC started stuttering and locking up when doing anything on the PC. During games my FPS drops down to 1/2 FPS for about 10 seconds before increasing back up to my normal FPS, these stutters happen once every minute or so. My GPU was spiking to 100% and back down to 20% during these drops so i thought it was an issue with the graphics card. I removed the HDD and changed back to the 1050ti and things were fine for a couple of hours before starting again, I then put the 1660 back into the PC and again it was fine for a couple of hours before the problem persisted. However this time the GPu is running at around 50% usage and then dropping to 15% or so during the stutters. I have also noticed my normal HDD jumping to 100% disk usage and staying there for a minute or so before dropping back to normal levels. On boot up the disk usage is at 100% for a few minutes before dropping to a couple of percent. Nothing is overclocked on the PC and temps all seem fine.

Here is what I have tried so far

  • Uninstalled and reinstalled latest Nvidia drivers
  • Disabled SysMain (Superfetch)
  • Disabled Game DVR
  • Removed second HDD
  • Used 1050ti
  • Completely dusted and cleaned pc

Here are my PC specs:
  • Power Supply Aerocool Integrator 600W
  • Processor Intel Core i7 7700K 4.2Ghz
  • Processor Cooler Freezer 7 Pro
  • RAM 16B Kingston HyperX Predator 16GB 2x8GB
  • Motherboard Gigabyte GA-z270P-D3
  • Graphics card Nvidia GeForce® GTX 1660 Super

Does anyone have any suggestions for what it could be or what to try next? Would be much appreciated. Thanks.
 
use ddu uninstaller and reinstall the latest nvidia driver again

check the temperature of the CPU

are still all cables in place? disconnect and reconnect all cables

update the BIOS within BIOS using the q-flash menu

run userbenchmark.com and post the http link of your result, e.g. https://www.userbenchmark.com/UserRun/28977730

Reset the BIOS by jumper clrCMOS or JBAT or similar (eventually you will have to set the bios priority correctly after that)

check windows integrity
open the command prompt as administrator and type DISM /Online /Cleanup-Image /RestoreHealth

check the memory by running memtest.org usb autoinstaller (bootable USB flash drive)

run the RAM @2133MHz to check if it happens then too

check the hard drive for errors with its manufacturer´s tool

So far I have used the DDU uninstaller and reinstalled drivers.

Regarding BIOS I am not the most tech savvy so I am going to wait for my dad to come home to help as I'm not really sure what I'm doing.
 
Okay so with the stuff I did the pc ran great for a day or so and now its back to freezing, I'm going to try the other stuff you listed but does that give any clues?
 
You bought it new a month ago? The review I saw was from 2014.

It may not be the PSU, I was thinking if it was 6 years old it was a possibility. If you can borrow another known good PSU for testing you could know for sure.

I'm not sure what else to suggest though other than what @helpstar already suggested
 
It most likely isn’t the BIOS you should do a clean windows install. Format and reinstall. Reset is useless

Then do not disable anything or make any tweaks windows just leave it alone and install your graphics drivers. That doesn’t work then you probably have hardware issues
 
Okay so to bring this back up, I tried everything suggested and eventually bought a new SSD and completed a fresh install, I'm still having these issues, really not sure what to do at this point. I have spent a lot of money and still cant work out what the issue is.

The disk usage problem has been sorted with the new ssd, running at close to 0% the majority of the time but the PC is still stuttering.

You could test the memory using memtest86 or the windows memory diagnostic. Best if you could try a known good power supply in your system

Okay I will look this up and give it a go, regarding PSU the one i have is pretty much brand new, I'd struggle to get my hands on another one, do you think this will be okay to test with? Also i have noticed my gpu clock dropping randomly at times, not sure whether that will help diagnose.
 
Depends on the game really. generally 50-70 but I get the drops with temps as low as 50, I'm on a game right now and temp is stable at 54
Did you ever fix the issue? I have similar specs, with the same grafic card. All Ive been doing past couple of days is stress about the stutters. Install, reboot, clean instal, serach for answers the web, try weird things, youtube videos, etc.. What a pain... 🥲 Its fixed for a day, but the next day things go back to the same thing.
