Inter Core i5-4460 or i5-7400?

I am about to buy a new computer with the specs listed below:
CPU: Inter Core i5-4460 3.2GHz or i5-7400 3.0GHz
GPU: GTX 1050 Ti Zotac 4GB OC Edition
RAM: (x1) 8GB HyperX Fury (will add another 8gb ram stick next month)

I am a bit tight on the budget so I want to get the most performance for a reasonable price. I will be using this mainly for architectural visualization, 3d modelling, rendering, and some casual gaming as well (Assassins Creed: Unity & GTA V). I am not a computer expert and I am kind of stuck, so I would greatly appreciate some advice. Thank you!

The i5 (4 cores/4 threads) is geared towards a gaming PC. You want more cores and more threads for rendering 3D designs, such as in Vray, 3DMax, and other architectural rendering programs. One consideration is to check out the newly-released AMD Ryzen CPUs (which has more cores, more threads, overclockable and for a lower price compared to Intel's) - which is my recommendation in my parts list below.

RAM for your intended use is better to start off with a 16GB (2 x 8GB) if your budget permits -- especially on AutoCAD and graphic-design applications.

The GTX 1050Ti is an mid/entry-level GPU for 1080p-resolution gaming. Like the CPU, you can also consider the AMD's newly-released RX 580 / RX 570 GPUs or the older RX 480 / RX 470 (all are more powerful than the 1050Ti, but slightly costs more, if budget permits).

One last question, will the Ryzen 5 1600 (along with the GPU) run Assassins Creed: Unity well above 40fps? I heard about Ubisoft blaming AMD CPUs and GPUs for the fps drops in PCs. I only have a 720p monitor so it doesn't matter if the resolution is 720p.
 
The days are gone now where you have to worry about and CPU performance mate .
The ryzen pulls the same fps as an i5 7500 in just about every title out there.
Its theoretical headroom for background processing while gaming is absolutely massive compared to a locked i5 - the ryzen is a far far better CPU

 
I haven't personally tested the 1600 + GTX 1050Ti on that specific game, so I can't give an objective assessment to your query. But based on theory, it should provide 40fps+ on 720p resolution. AMD Ryzen CPUs are just newly-released and we have to expect some snags along the way (such as compatibility issues). It will be better as time goes by due to regular driver updates on both CPU and GPU (and the MB to an extent).
