Which is preferable for inter VLAN routing? A router or a layer 3 switch?

A switch. The main difference you will find is a layer3 switch does not support features which can delay data like nat, VPN, packet shaping etc. This allows the data to be routed between the vlans at what they call wire speed because it uses asic chips rather than a more general purpose processor to do it.
