I have this fiber optic lamp in my room, it's really bright when I take all teh strands together and look at them. However, it conducts light very well, since it even lights up slightly from my room! Anyways, I thought it'd be kinda cool if a monitor of some sort could be made like that- considering viewing angle wouldn't be an issue, and there'd be no need for a refresh rate.

This has been done... In reverse.

I used to work with x-ray machines, the most complicated of which used a fibre-optic camera to collect the data. It would be possible to build one as a monitor.

Unfortunately they were incredibly expensive, and an absolute bitch to set up, lol.
